Irritability and tantrums for a 2 yr. old on flovent

My son is almost 2 yrs. old and has been on Flovent for about 4 weeks now. Since then he has become highly irritable and has unworldly tantrums, usually this increases two fold when he has an accident. He doesn't want to be touched. Is this just the terrible two's or is the steroid from the Flovent causing this erratic behavior (something like roid-rage)? I have a twin son and he is NOT like this and does not take Flovent. Only serious answers please.
