16 Mg Twice Daily

My mother has been taking Razadyne ER 16mg twice daily for the last year. I was recently told that this is well above the recomended dose. Why would one Doctor say yes to it and another say no? Is it safe? What damage could have already been done? Thanks in advance for the info. Cin
